These Terms apply from October 6, 2026 to new accounts and new purchases. If you registered before October 6, 2026, they apply to you 30 days after we email you notice of this change, or from any new purchase you make before then. Until then, the previous version of these Terms (last updated August 10, 2026) continues to apply to you. See Section 21.
By accessing or using Disclosed Capitol ("the Service"), operated by Disclosed Capitol LLC ("we," "us," or "our"), you agree to be bound by these Terms of Service ("Terms"). If you do not agree to all of these Terms, do not use the Service. We may update these Terms as described in Section 21, and your continued use of the Service after changes take effect for you constitutes acceptance of the updated Terms.
You must be at least 18 years old to use the Service. By using the Service, you represent and warrant that you are at least 18 years of age and have the legal capacity to enter into these Terms.
Disclosed Capitol provides publicly available data about US congressional stock trades, lobbying filings, campaign contributions, legislation, and government contracts. We aggregate, organize, enrich, and present this data for informational and research purposes. The Service includes a website, API, and AI-powered research assistant (Chad AI).
Some features require a registered account. You are responsible for maintaining the confidentiality of your login credentials and for all activity under your account. You must provide accurate information when creating an account and promptly update it if it changes. You must not share your account credentials with others or allow multiple users to access a single account. We reserve the right to suspend or terminate accounts that violate these Terms.
Paid plans (Core, Pro and Max) are billed in advance through Stripe, monthly or annually depending on the billing interval you choose. Your subscription renews automatically at the end of each billing period, for the same interval and at the then-current price for your plan, until you cancel. Current prices are shown on the plans and pricing page. Annual plans are charged once a year, and their plan credits are issued monthly (see Section 6).
By subscribing, you authorize us, through Stripe, to charge your payment method in advance for each billing period, and for any prorated amount from a plan change you make, until you cancel. If a payment fails, we may suspend paid features until it is resolved.
Free trial. The Core plan comes with a 7-day free trial, one per account. A payment method is required to start it. If you cancel before the trial ends, you are not charged. Otherwise the trial converts to a paid Core subscription at the price and billing interval you chose when you started it, and the subscription then renews as described above. The trial includes Core's monthly credit allowance, issued when the trial starts; those credits stay in your account if you cancel.
Cancellation. You may cancel at any time in Account → Billing. Cancelling stops future renewals and takes effect at the end of the billing period you have already paid for: your plan stays active until then, and your account then continues without a plan. No refunds are provided for partial billing periods, including the unused part of an annual plan. Plan credits issued before your cancellation takes effect remain usable until they expire, 12 months after they were issued.
Plan changes. You may change plans in Account → Billing. Upgrades are prorated: you move to the higher plan straight away and pay the price difference for the rest of your current billing period. Once that payment succeeds, you receive the matching share of the higher plan's extra credits, and every monthly allowance after that is the higher plan's. A downgrade takes effect at the start of your next billing period: you keep your current plan until then, nothing is refunded, and credits already issued are not reduced. Switching between monthly and annual billing does not give you an extra month of plan credits.
Legacy Pro. Subscribers who joined Pro at the original price of $14.99 per month keep that price for as long as their subscription stays active. If a legacy Pro subscription ends (for example, because you cancel it) or is changed to another plan or billing interval, the $14.99 price ends with it and cannot be restored; any new subscription is charged at current prices. The $14.99 price is not available to new subscriptions.
Price changes. Except for the legacy Pro price described above, we may change plan prices with at least 30 days' notice by email to active subscribers. A new price applies from your first renewal after the notice period, and you may cancel before then if you do not want to continue. Free trial periods, if offered, convert to paid subscriptions unless cancelled before the trial ends.
API access uses a credit-based system. Credits are consumed per API call. Most data endpoints charge a base cost per call plus a per-row charge for each row of data the call returns, so larger responses cost more; the per-row rate varies by dataset. Other endpoints are charged a flat amount per call. Chad AI queries made with an API key are charged per query, at a cost that depends on the complexity of the query. The base cost per call for each endpoint is returned by the GET /credits/endpoints API call; that list does not include the per-row charges. See the API documentation.
Each paid plan includes a monthly credit allowance: 7,500 credits on Core, 30,000 on Pro and 125,000 on Max. Legacy Pro subscriptions (see Section 5) receive 30,000 credits a month. Plan credits for a billing period are issued once the payment for that period has succeeded; a free trial's credits are issued when the trial starts (see Section 5). Annual plans receive the same allowance each month, not as a single annual grant. Accounts without a paid plan have no monthly allowance. A new account receives a one-time grant of 750 starter credits; we may change or end this grant for new accounts, and may withhold it from accounts created in bulk or by automated means. You may also buy additional credits, from $10, at 1,000 credits per $1. See the plans and pricing page for current allowances and prices.
Plan allowance credits, trial credits, purchased credits and starter credits expire 12 months after the date they are issued. Promotional credits we grant may expire sooner, as stated when we grant them. If you cancel or downgrade, credits already issued stay in your account and remain usable until they expire. If a payment is refunded or disputed, we may remove the credits it granted, and a disputed subscription ends immediately. Refunds are not provided for unused credits. We reserve the right to adjust credit costs and rate limits to ensure service stability.
API requests made with an API key are rate-limited per minute according to your plan: Free 60, Core 120, Pro 240 and Max 600 requests per minute. Spending on credit top-ups in the trailing 30 days can raise your limit but never lowers it below your plan's limit; the current thresholds are listed in the API documentation.
Chad AI messages are also limited by plan: 20 messages a day on Free and Core, 500 a week on Pro and 1,000 a week on Max. On Pro and Max, the most complex queries also count toward a separate, lower weekly limit.
Programmatic access to API data requires an API key, and unauthenticated access to the Service may be limited or blocked to protect it from abuse. Exceeding a rate limit results in temporary throttling (HTTP 429 responses). Persistent abuse may result in account suspension.

We reserve the right to investigate violations and take appropriate action, including suspension or termination of access, reporting to law enforcement, and pursuing legal remedies.
The Service, including its design, code, branding, logos, and original content, is owned by Disclosed Capitol LLC and protected by applicable intellectual property laws. The underlying government filings are public records, but our aggregation, analysis, enrichment, presentation, and derived datasets are proprietary.
Except as granted below, you may not reproduce, distribute, modify, create derivative works from, or publicly display content from the Service without our written permission.
Effective date. If you registered before October 6, 2026, this Section 9.1 and the related restriction in Section 8 apply to you 30 days after we email you notice of this change, or from the date of any new purchase you make before then, as explained in Section 21.
Much of the data in the Service comes from financial disclosure reports filed under the Ethics in Government Act. That Act (5 U.S.C. § 13107) provides that it is unlawful to obtain or use a report “for any commercial purpose, other than by news and communications media for dissemination to the general public.”
In light of that, data you retrieve through the Disclosed Capitol API using an active API key, whether on a free or paid plan, is licensed to you for:

This section describes the limits of what we license to you. It is not legal advice and we cannot advise you on your own situation. "Disclosed Capitol," "Chad AI," our logos, and our other names and marks remain the exclusive property of Disclosed Capitol LLC. Nothing in these Terms grants you a license to use them. You may factually state that your product is powered by or sourced from Disclosed Capitol, but you may not use our marks in your product name, logo, or domain, and you may not imply endorsement, affiliation, or partnership without our written permission. Attribution is appreciated but not required for the uses permitted under Section 9.1.

The Service provides publicly available data for informational and research purposes only. Nothing on this website or through the API constitutes investment advice, financial advice, trading advice, or any other sort of advice. You should not make any investment decisions based solely on information from this Service. See our Disclaimer for full details.
The Service is provided "as is" and "as available" without warranties of any kind, either express or implied, including but not limited to implied warranties of merchantability, fitness for a particular purpose, and non-infringement. We do not warrant that the data is complete, accurate, current, or error-free, or that the Service will be uninterrupted or secure.
To the maximum extent permitted by law, Disclosed Capitol LLC shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of the Service, including but not limited to investment losses, lost profits, data loss, or business interruption. Our total liability shall not exceed the greater of (a) the amount you paid us in the 12 months preceding the claim, or (b) $100 USD.
You agree to indemnify, defend, and hold harmless Disclosed Capitol LLC, its officers, directors, employees, and agents from and against any claims, damages, losses, liabilities, costs, and expenses (including reasonable attorneys' fees) arising from your use of the Service, your violation of these Terms, or your violation of any rights of a third party.
The Service may contain links to third-party websites. We are not responsible for the content, accuracy, privacy practices, or availability of any third-party sites. Inclusion of a link does not imply endorsement.
We may suspend or terminate your access to the Service at our discretion, with or without cause, and with or without notice. Grounds for termination include but are not limited to: violation of these Terms, non-payment, fraudulent activity, or abuse of the Service. Upon termination, your right to use the Service ceases immediately. Provisions that by their nature should survive termination (including intellectual property, limitation of liability, and indemnification) shall survive.
Any dispute arising from or relating to these Terms or the Service shall first be attempted to be resolved through good-faith negotiation. If negotiation fails, disputes shall be resolved through binding arbitration administered by the American Arbitration Association under its Commercial Arbitration Rules. The arbitration shall take place in the State of Oregon. Each party shall bear its own costs. Small claims court actions are exempt from this arbitration requirement.
Class Action Waiver: You agree that any dispute resolution will be conducted on an individual basis and not in a class, consolidated, or representative action.
These Terms are governed by the laws of the State of Oregon, without regard to conflict of law principles.
If any provision of these Terms is found to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.
These Terms, together with our Privacy Policy and Disclaimer, constitute the entire agreement between you and Disclosed Capitol LLC regarding the use of the Service.
We may update these Terms from time to time. We will notify registered users of material changes by email at least 30 days before the changes take effect for them, unless they accept the changes sooner (for example, by making a new purchase), and we will post the new "Last updated" date at the top of this page. Continued use of the Service after changes take effect for you constitutes acceptance.
When this version applies. This version of the Terms applies from October 6, 2026 to any account created on or after that date, and to any account whose holder makes a new purchase (a new subscription or a credit pack) on or after that date, from the date of that purchase. An automatic renewal of a subscription, or an automatic credit reload, set up before October 6, 2026 is not a new purchase. For all other accounts registered before October 6, 2026, including those whose existing subscriptions renew in the meantime, this version takes effect 30 days after we email notice of this change to the address registered to the account. Until then, the previous version of these Terms, last updated August 10, 2026, continues to apply to those accounts.
